Foreword by Mr.
Mauro Pace Parascandalo, EUPA National Coordinator
The EUPA was set up in the year 2000, as a Unit
within the Ministry of Education, Youth and Employment. On the 4th of May 2007, the
Unit was established as a legal autonomous Agency. The aim of the EUPA has always been to
support Maltese individuals and entities in availing themselves of funding
under the various educational programmes provided by the European Commission,
The
general objective of the Programmes is to contribute towards a holistic
development of the Community as an advanced knowledge society, with
substantial economic development, more and better jobs and greater social
cohesion, while ensuring good protection of the environment for future
generations. These aspects can be
achieved through both lifelong learning and youth programmes, which give an
important contribution to the acquisition of competencies, experiences and
knowledge. These programmes are a
key instrument in providing a varied range of people coming from different
age groups and backgrounds, with opportunities for non-formal and informal
learning with a European dimension.
In
particular, the Agency, through its programmes, aims to foster interchange,
integration, co-operation and mobility between individuals and groups within
the community so that they become a world quality reference, promoting and
celebrating best practices.
The EUPA, on the guidelines set by the
Ministry of Education and the EU Commission, presents its annual strategy
regarding the emphasis to be placed on specific sectors. We are committed to support projects
by providing the full support to beneficiaries in the quest to have the
successful implementation of their project, and maximising the use of the EU
funds available.

the EUPA comprises the new generation of educational programmes:

The objectives
of the EUPA are:
-To liaise with the European Commission on
all aspects of Malta's
participation in the above-mentioned EU programmes;
-To coordinate the integrated management of
the all EU Programmes;
-To collaborate and network with other
National Agencies;
-To ensure participation by key stakeholders
in the co-ordination of each programme;
-To widely promote each programme and to
encourage and nurture active participation in them;
-To monitor and ensure effective and
efficient attainment of the objectives of each programme.
Until February
2005, the EUPA was located within the building of the Ministry of Education,
Youth and Employment in Floriana, but it then moved
to 36, Old Mint Street
in Valletta.
Currently the EUPA
is composed of 18 members of staff: the National Coordinator, three Programme
Managers, nine Projects Officers, two Financial Administrator and three
Administration personnel.
